1. 基本構造
「提案・要求・命令・忠告」などを意味する動詞の後ろに that 節が続くとき、その that 節の中では、時制に関係なく〈should＋動詞の原形〉または〈動詞の原形〉のみを用いる。これはイギリス英語・アメリカ英語のいずれでも見られる用法だが、should は主にイギリス英語で好まれ、アメリカ英語では should を省略した原形（仮定法現在）が好まれる傾向がある。
例：The committee recommended that the project (should) be postponed until further research was completed. （委員会は、さらなる研究が完了するまでプロジェクトを延期することを勧めた）
*ポイント：主節の動詞が過去形（recommended）であっても、that節内の動詞は過去形にはならず、原形（be）または should be のままである点に注意。
